Are undercar neon kits legal in New York?

Yep. A friend of mine just had one of those neon liscence plate surrounds n got a ticket.
To be honest- i think its a load of crap- lookit the semi trucks with 10, 000,000 lites on them and thats legal?
One would assume itd make you more aware of the vehicle- specially from a distance- its not a blinding light- just a dim glow.
Like suggested- the only legal way is to have them on when parked ( off roadway) , sides unless its for summer use only the roadsalt would tear the crap out of the setup.
