Good Halogen Bulbs for a e34? or hid's?

My friend owns a e34 bimmer and he's looking for a good halogen bulb that is either pure white or almost blueish. Basically, just somthing that looks like hid's. Or do they make plug and play retrofit xenon bulbs for halogen setups?

Sylvania Silver Star makes the best halogen lights. They have just a hint of blue and are very bright, but they are also expensive. In my opinion it is well worth the price. There are some companies that make HID retrofits, but they are very expensive and then you could have problems with them leaking etc. Just get the Silverstars and you will be happy.

Are neon wheel lights illegal?

I just bought these green lights that fit over my tire valves and are motion/light sensitive so they only turn on at night when the care moves. Is this illegal in the state of Oregon? I really want to put them on, and if they are illegal, has anyone been caught with them or is it one of those things cops don't really care about? I doubt anyone here knows off the top of their head but I've done research and cant find a thing, can anyone PLEASE help me?
